Randy is a professional engineer specializing in the design and construction of roads, bridges, airport runway, and disposal facilities. He retired from the County of Merced after 27 years of service.  He has extensive experience in the role of Project Engineer leading design and construction management teams from concept to completion. Randy is the Principle Engineer and a Managing Member of Bardini Consulting.

County of Merced – Public Works (Retired after 27 years, 2012)

PROJECT ENGINEER

  • Managed county’s design and construction team consisting of five engineering staff members for planning, coordinating, designing and reviewing Federal Aid projects in Merced County.

  • Prepared plans, specifications and estimates according to Caltrans standards.

  • Prepared and coordinating environmental documents and approvals for Federal Aid Projects.

  • Prepared and Administration of Consultant Contracts for Environmental Services, Geotechnical Engineering Services, Testing Services and Construction Quality Assurance Services.

  • Resident Engineer for road and bridge projects in Merced County The preparation of Request for Proposals (RFP), proposal review and selection of consultants for OTS Grants.

  • Review of residential development plans.

  • Assess structural adequacy for existing bridges in Merced County, make recommendations for maintenance and /or rehabilitation construction.

  • Design and Construction of Federal Aviation Administration, (FFA), Airport projects on Castle Airport.

  • Plan Review and Construction management of Merced County Landfill Projects. These projects include working with the maintenance department and provide construction review.

  • Project Manager and Construction Administration of the Highway 59 Phase 5-A Landfill Liner Project.

  • Project Manager of the Highway 59 Landfill Phase 5-B Design Project.

  • Previous responsibilities as a Supervising Engineer for managing Merced County’s Department of Public Works Professional Services Engineering Section managed a team of 10 staff members Delegated assignments and oversaw all engineering work in Public Works as follows: Traffic Studies Property Development Projects Road and Bridge Design and All Construction Projects Surveying Projects Bridge and Road maintenance support.

  • Previous responsibilities as a Civil Engineer Associate III with responsibilities for planning, coordinating, designing and reviewing Federal Aid Bridge and Road Projects in Merced County; preparing plans, specifications, and estimates. according to Caltrans standards and specifications. Responsibility for reviewing and approving false work plans for all bridge projects constructed the past year in which I was project manager. A listing of some of the construction projects I have worked on are listed on and attached sheet.

  • Previous responsibilities as a Civil Engineer Associate II for performing traffic engineering functions including implementing a computerized sign inventory, traffic count program, and accident surveillance program. Also performed speed & intersection studies, written reports of findings and suggested recommendations. During this time also served on the survey crew for a period of nine months.

  • Managed a team of five people consisting of three designers and two draftsmen.

  • Coordinated work schedules and time lines for property development projects. The projects the team produces varied in size up to 350 lots.

  • Coordinated projects in the following Counties and Cities: County of San Joaquin, County of Stanislaus, City of Modesto, City of Riverbank, City of Los Banos, City of Newman, City of Stockton, and City of Escalon.Responsible for all client contracts, coordination and resolving problems in the field during construction.Duties included: Designing improvements plans for property development projects ranging in size up to 250 lots.
